angles rooms have a chance to "replace" devil rooms. so if you don't get a devil room to replace it wont ever spawn the angel room. you can boost your chances by avoiding red heart damage each floor for devil room, and for angel rooms you can use the donation machine or use the spikes in the sacrifice room to boost your chances at the angel room.
you do still have to skip devil rooms to get them before doing the above.

Did you enter the devil deal room?

Entering the devil deal room AT ALL means the next angel/devil deals have normal odds instead of it always being angel.

Edit: This only applies to the FIRST of each.

No, i beat first 2 bosses and after i go on 3 floor there is only 1/3 chance for angel room

it's that the next time it spawns it will be a 100% angel deal chance if you skip going into the first devil deal. This means that things like taking damage in the boss room will still lower your chances. It also means stuff that raises your deal chances will only effect the angel deal. This only having angel deal chances will last till whenever you get your angel deal.

ah you miss read what the mechanic meant:

It doesn't make the angel room spawn 100%(Aka its NOT a goat head/eucharist effect) after beating the boss but it makes it so you will always get an angel room instead of a devil room if you got one to spawn.

i got confused about it aswell, if you dont enter the first devil room you have guaranteed that the next room after boss THAT SPAWNS will be angel room. That means you have 1/3 chance in the first floor after devil deal, 2/3 second floor, and 100 third floor for room to spawn, but it will always be angel room.

Just donate some money, give some hearts in the sacrifice room or explode some dead isaacs or the donation guys and u will be fine =D

you get guaranteed angel room if you skip devil room entirely but its still % chance for appear, so you can get ~35% next floor ~67% 2 floors above and 100% (depths 1) if you are unlucky (i had this multiple times ...)
