No. Cross play is not implemented in Isaac.
In fact, the only way to play co-op online is streaming (Remote Play on PS4 and Remote Play Together on Steam).
There's built in co-op mode in Steam release, but, I believe, it requires 2 Steam copies, disables unlocks, buggy and essentially is cut feature.
