No I don´t think that is what is happening. I don´t even use any antivirus, I just tried some when I already had this problem with the game. The virus exists and has a name, and what it does is to use te resources of the pc to mine crypto, steal information, etc.
steam selling games that are not safe is horrible and i doubt they would allow it, pretty sure steam does not allow cryto mining games on too but i see people complain about games running in the back ground after closing
Yes steam checks the files. Steam even recommends not using virus software while playing steam games because of issues like this.
You had the problem due to defender running in the background and quarentining/deleting the file. Defender just guesses what it thinks a file is due to encryption so it guessing a name doesn't mean that's what it really is. It was a common issue awhile ago when Defender did an update. You have to make an exception for the file and game and allow it. You'll probably also have to reinstall since you let defender delete the exe file for the game.
