Is Cain broken?
I don't remember the exact pills but my last run through with Cain I received several "bad" pills (health down, range down, etc.). I thought this character was supposed receive only neutral or good pills due to the starting Lucky Foot? Am I missing something?

He is nerfed in Rebirth so you can get bad pills.

As Redly Red mentioned, Cain got changed. Specifically the lucky foot changed. It no longer guarantees only good and neutral pills, now it only increases luck. For the old effect of no bad pills you either need PHD or virgo.

Lucky foot got changed, and as such cain was also changed. All it does now is luck up. It made Cain a mostly pointless character imo.

I don't think he is that bad, actually Eve and ???/Blue Baby is far worse for me. I think any character that starts with PHD + Lucky Foot is too OP, you can practically build a run only with pills. But he fire tears with only 1 eye, so i think he could get another start item, you know, like Eve, she have her attack low but starts with WoB + Dead Bird. Cain shoots with only 1 eye and starts with just the Lucky Foot.

Cain's problem is that his closest analogue is probably Eve, who has equal or better stats in everything with WoB active except Luck.

If I understand the formulas correctly:
In Normal Mode, a single point in Luck is worth about 50% more room drops.
In Hard Mode, it's only about 11% more room drops of a significantly lowered base drop rate.

Cain is a fine character. Sure the Luck Foot nerf makes him a little worse but he still spawns a key which can give a great starting advantage in the basement. Also he has some good base stats.

The luck stat doesn't affect item generation at all.

Ya'll got Lucky Foot wrong. It's slightly better than just a luck up. Lucky Foot increases room drops (independent of the luck up), provides better chances at winning Shell Games and Fortune Telling Machines (also independent of the luck up), and gives you that luck up, that all players think it just does.

It's not that great of an item, but makes Cain feel a little bit luckier. Plus, knowing these facts, makes playing Fortune Telling Machines way more worth it - because they're pretty useless in this current version, in my opinion.

Are you sure? Maybe its changed since I last played (>year ago), but I'm 100% certain it effected whether a pill was the positive or negative roll. Too many it-only-snowballs-one-direction runs with far fewer 'normal distribution' runs to be coincidence.

100% sure. Doesn't affect pills either by the way. Luck only affects regular room rewards when completing them, and some item effects.
