If it's not there or if you're using a different type of controller, there should be be box to the right side of Steam's window, when highlighting this game in your library, called "Controller" with a "View controller settings"-button. That brings up a window, where you can pick or edit controller layout-templates. You may need to enable Steam Input first (you may just be prompted to do so when first getting into the template menu). Then just pick the default template and edit it. The advanced analogue options are at the "Joystick"-tab, next to the dropdown-menu, also named"Joystick" is a cogwheel-icon you can click on to get to the option, to set it from "Linear" to "Aggressive" (which i assume is the "Steep"-equivalent, but you'll have to trial&error it yourself).
