Edit: Scratch that, the 99% chance was for no red heart damage on the whole floor, not the boss. My bad. No red heart damage on the boss only gives a 35% chance.

you've never been able to bomb a devil/angel room open?
Angel rooms are more specific than devil rooms. If I recall correctly:
-You must have seen at least one devil room.
-You must have not made any devil deals (taking stuff like black heart pickups from devil rooms is fine).
-You must, as with devil rooms, avoid red heart damage if at all possible.
The tradeoff is that angel room items are free and bombing the blue flames can get you soul hearts. As of Afterbirth, there's a chance of angel rooms having chests that need keys. It's possible it was there before but I never saw it, though.
