How do i get Devil Deals?

Defeating a boss without taking red heart damage gives you a 99% chance to get a devil deal. There are a couple other triggers for that percentage, but they don't add as high a % to get the deal.

I am not aware of any changes to the mechanics of the devil deal room. I found a table that showed how percentages for certain triggeres changed, but the big one, no red heart damage in boss fight, should be the same.

Edit: Scratch that, the 99% chance was for no red heart damage on the whole floor, not the boss. My bad. No red heart damage on the boss only gives a 35% chance.

The percentage obviously changed. i have been form basement to dephs with no dmaage on bosses and no devil rooms

Dont take red heart damage on the whole current floor! That's the most important part. Everything else is optional, just don't take red heart damage.

Also Goat head gives you all the devil deals.

Yeah, sorry for the confusion. I might have hundres of hours clocked, but I still mix up stuff, since I haven't played Rebirth in quite a while. Just returned to it due to Afterbirth, so I'm a bit rusty ... I also manage to find blue hearts pretty often, which makes the whole ordeal a lot easier.

it's not on boss rooms,its anywhere on the floor any red herat damage and the chnace plummets. enough spirit/black herat dmaage and it will also lower chances

Angel rooms are more specific than devil rooms. If I recall correctly:
-You must have seen at least one devil room.
-You must have not made any devil deals (taking stuff like black heart pickups from devil rooms is fine).
-You must, as with devil rooms, avoid red heart damage if at all possible.

The tradeoff is that angel room items are free and bombing the blue flames can get you soul hearts. As of Afterbirth, there's a chance of angel rooms having chests that need keys. It's possible it was there before but I never saw it, though.
