Is there a limit to the stats?
I haven't played this or 'afterbirth' yet and wonder whether or not the upgrades continue to upgrade stats like strength, speed, shot speed and so on indefinitely or if there is a limit to them like in the first one.

I know for a fact that speed is hard capped at 2.0. Nothing can make it go higher. As for the others, I'm not sure. I doubt it.

there is no cap for dmg. you just cant see it after how many bars there are currently

check out the wiki page for Stats http://bindingofisaac.wikia.com/wiki/Stats
There you can find some graphs and see the excact numbers where the effect reduces.

In short there is no absolute limit (besides Health which is caped at 12 and speed). The other stats scale on any ammount. But once you reach specific threasholds, the effectiveness of upgrades is reduces.

all of the stats have some for of cap but u can break them with the right item combos, like capricorn will allow u to go above the tear rate cap. instead of 3 it will go up to 10 like soy milk but u will still need the tear rate up items to do that

The cap of all stats that arent obviously capped is supposedly at the 64 bit integer limit i believe

The minimum for the tear delay stat is 1 and the the actual time between tears is your tear delay stat + 1 frames. Since the engine runs at 30 fps this means the maximum fire rate is 30/2 = 15 tears per second.
