A quick question on Rune Bag
I just unlocked Rune Bag with Lilith. However, I haven't unlocked any Runes yet (I've been lazy with the challenges...)

Is my Rune Bag completely useless before I unlock any runes? Even more; can I tinker Rune Bag to drop only OP runes?

If you only have one rune unlocked — the bag will only drop this one rune, so yes, you can manipulate it. Not sure about not having any runes at all though, but it would be strange if the bag worked.
