Angel rooms not spawning with Book of Bolial?

i tried to fight Mega Satan as Judas yesterday, i made sure to not pay for anything with Health, and use my book on every boss Fight, and yet, i only got Devil Deals.
should i just try to not use it on boss fights? it seems as if it actually prevents Angel Rooms from spawning.

I don't think it does, sounds like bad luck. For reference, here are the rules foor Angel Room spawns:

I can now confirm book of Bolial prevents angel deals.
i've never had an angel room NOT spawn after refusing the first deal, and not paying HP for anything.
only when using book of Bolial.

Speaking of Angel Rooms not spawning because of Book of Belial. Got Chaos, my Angel Room spawned with Book of Belial as the item. Funny stuff.

This is only bad luck. I already had Angel rooms with Book of Belial (note: you don't need to activate it to benefit from the % increase of Devil/Angel room apparition, just hold it).

Also bad (good?) luck. You have a 50/50 chance to have either Devil or Angel room after you skip the first one (without doing anything to increase the Angel room spawn chance).

It's just luck. Angel Deals and devil deals are not just independent of whether or not you took a previous deal, but also whether you performed other actions.

The book of Belial, Like Goathead just increases the chance of one spawning after a boss but does not impact which of the two it will be.

i was like 75% sure at least i'd seen angel rooms spawning as judas too.
