Well,I'm fine with him. When he's trying to stomp me I run around the room,but pauses whenever he stomps to deal some damage. Rinse and repeat 3 times then after that run in a wide circle to avoid his headbutt then try to dodge his bullets afterwards.
As for the random stomps......I just hid in the corners/edges of the room and it usually works.

Issue is his quick attack is pretty much undodgeable. He either hits you, or you get lucky and he doesn't hit you.

The bloat is a hard but fair boss.
DL however is easy but one of his attacks is pure RNG and its not up to you wether you get hit or not.

While you can have your own opinion, I can disagree.

The Bloat would be fine for The Womb/Utero/Scarred Womb, but instead he also spawns in Necropolis. That is such bullcrap because of his Brimstone and how people say "Just go to the top of him!" Yeah, well then he jumps up and there is no space above him anymore. Those 2 eyes at the beginning of the fight only make it even more annoying.

I've fought him plenty of times in boss rush, which I have completed for 4 characters if I'm not mistaken.

Oh, yeah, boss rush where you have about infinite space to move. Try this in a small room with rocks.
