Report a translation problem
Have you got fresh video drivers installed? Is laptop t° adequate?
Is that problem both in fullscreen and windowed mode?
Every driver is updated to its latest. If you mean the laptop is good, yes it is as it's brand new and having no other problems with it at all. (It is an Acer Aspire E5-573G-56RG)
Huh, quite honestly I haven't even tried playing in windowed mode yet. I should have done that before making this thread. I'll be sure test the game windowed when I get home. But as the problem is now, it's fullscreen that I'm experiencing the issue with.
On a sidenote i play on win10 with no issues, beside the skype thing.
The easiest fix is to run it in windowed mode and use the Windowed Borderless Gaming app (http://westechsolutions.net/sites/WindowedBorderlessGaming/).
I wish I could run it properly fullscreen, but this is practically the same.
There's been more posts about this, couple of people posted a fix (something to do with the config.ini, I believe).
The VSync (Or MaxRenderScale) isn't what I meant. That's in the options.ini.
There's some kind of thingy with extra settings in the config file, don't know the specifics, sorry. Just hope someone on here does remember what it was.
P.S. I suggest also posting this problem on reddit, they might be able to help as well.

CHANGE BATTERY POWER OPTION TO HIGH PERFORMANCE
First : No matter what way you are using your laptop, charging or running on batteries , make sure you set the power options to high performance.
This is how you do it. Im using windows 10, but 8 and 7 should be similar . Right click on the battery icon on your quick launch tray and click Power Options ( bottom right corner on default on your tray ) or
Control Panel -> Hardware and Sound -> Power options -> Choose or customize power plan ,
the High Performance option should be there , select that one , ( it might be hidden under the Additional Plans link on the same page ).
Once you found it click on the Change Plan Settings right next to it and double check that it is really been set up to High performance , by clicking on the Change Advanced Power settings link where you can also fine tune your battery settings.
Whenever you reinstall windows , you will have to do this again
2. If you are using an Nvidia Gpu
Open the Nvidia Control Panel by right clicking on your desktop
Select - manage 3d settings link from the left
From the drop down menu, find binding of isaac, whichever version you are playin with and add it.
Make sure its using the High performance Nvidia gpu from the drop down menu.
Apply , play the game. See if it works, it worked for me, no more stuttering.
I have an I5 cpu with an 840m nvidia gpu
