Screen tearing on 144hz monitor

I can't seem to smoothly play this game on my 144hz monitor. If I set vsync to either 1 or 0 in the documents file for the game, I still get crazy tearing. If I force vsync on through AMD settings, the game has a lot of input lag and slows down like crazy when entering rooms for some reason. Freesync doesn't seem to work with BOI in particular (works fine in every other game). If i set my refresh rate to 60hz and turn off freeysnc I still get tearing and turning on/off vsync with 60hz still doesnt make a difference. Any of you on 144hz monitors find a fix?
