Report a translation problem
First, make a backup from your save files just in case. They are located on Program Files/Steam/userdata/[Steam User ID]/250900/remote.
Then, go to you library, on Isaac Rebirth, find the option called "Manage DLCs" (maybe is not exactly that, I'm from Ukraine). There, uncheck Repentance+.
On your library, right click on Isaac -> Properties and disable Steam cloud. Then, go to your save files on Files/Steam/userdata/[Steam User ID]/250900/remote and remove the ones from Repentance+.
Enable again Repentance+ and launch the game. That will automatically make a new save file for Repentace+ with your unlocks from Repentace.
Quit the game and enable again Steam Cloud, it will say that it has conflicts between the version on the cloud and your local savefiles. Choose to upload your local savefiles and you are good to go.
I hope that works.
This applies to all versions of the game, not just Rep+. And it isn't a bug.
If you keep playing on Rep for now, you'll probably want to re-import your Rep save into Rep+ later. This typically involves disabling Steam cloud (at least temporarily) and deleting your local Rep+ save, so the game will think this is the first time you launch it and use a copy of your Rep saves as a source. Note that this will delete all the progress you made on Rep+ (if any), save files can't be merged.
