there is just press start on the controller in the starting room, if you leave the starting room you can't do the full coop, you will enter a reduced coop game called "baby coop" ideal for new players to play with you.

There is not local coop

That is false. There has been since Repentance came out. Remote play also works.

Both Repentance and Rep+ support local co-op. Remote Play Together is essentially local co-op streamed via Internet.
Start a run, press Start on second gamepad and pick your character.
If you leave the first room, you can only pick babies.
