Forget Me Now bugged

I've killed Satan three times as ??? and still haven't unlocked Forget Me Now. I've even unlocked the reward for defeating the lamb (which is the boss that comes after Satan). I've tried changing difficulties and even going so far as to fight mega-satan in case that did something. If anyone else had this issue and managed to resolve it, please let me know! So far I've found nothing online about this issue.

How do you know it's still locked exactly?

Don't refer to the item list, it shows items you picked up during runs, not unlocked ones.
Don't refer to your Steam achievements either. Sometimes there can be some sync issues, and Steam can miss the trigger for the unlock.

Only refer to the in-game secret list (main menu -> stats -> secrets). Forget Me Now is number 48.
