Basically, the game checks how much damage was dealt, and adjusts the final damage accordingly. If total damage is above a certain threshold, damage multiplier will be lowered. It can go as low as 0.09x. Armor resets in 4 seconds.
If you have build with fast tears, just keep firing. If you have strong-hitting builds (e.g. Brimstone), fire every 4 seconds.
Delirium is a special case - each time he transforms to a different form, so called "starting armor" is applied. It lasts 4 seconds, but reduces your damage to 0.01x. However, his main form doesn't have any armor whatsoever. So the strategy is mostly to keep firing, and focus his main form if possible.
Repentance buffed bombs, so they deal 100 damage and bypass boss armor. Use them.
