You don't. This unlock is added by the Afterbirth expansion.

The unlock method as wiki-listed and tested by me is 867 coins in the greed-mode coinbox. If for any reason it doesn't appear, check what's fully installed I guess?

Yeah with Rebirth-Lost, it's "Hold R until you get a Curse Room with Dead Cat" basically.

The huge "Antibirth"-mod only working on Rebirth does give him the Holy Mantle, though it may also make some changes you don't like, such as vanilla Isaac-style Devil item costs, meaning you can't "cheat" the devil by buying a 2-heart items while only having one heart container and a bunch of soul hearts.

The Antirbirth-mod is what would later become the Repentance DLC:

There is no unlock for holy mantle on the Lost in Rebirth
