Keep donating until you get 600 coins in the Donation Machine, that unlocks lvl 4 shops.
And keep in mind that on hard mode shops of lower level can appear.

Don't donate 1000. It makes your machine blow up and rewind back to 0. At least it keeps your upgraded shops and other unlocks.
