Does Book of Belial make it impossible for angel rooms to spawn?
So I've been trying to take Judas to Mega Satan, and I can't get any angel rooms to spawn, even though I'm not locked into my devil deals. Does having the Book of Belial make impossible for angel rooms to spawn, even though it doesn't guarantee devil deals anymore?

Anything that can help spawn devil rooms can help spawn angel rooms as long as you haven't made a deal with the devil.

In this case though, it's probably just RNG screwing with you.

If you have afterbirth (possibly rebirth too idk) remember you can use sacrifice rooms now to get the key pieces too
