Can't get broken shovel

I don't know what I'm doing wrong D:
I defeated the lamp multiple times
and killing the boss in under 1 minute didn't do it - no angry mom sound - no shovel after bombing the starting room

I'm having all dlc's

its the first floor u gotta get to the first floor boss in under a minute and kill it before the timer passes 1 minute mark

also u have to have killed the lamb atleast once before the shovel will be able to spawn

When you say you've killed the boss in less than a minute, you mean from the beginning of the run, right? Just in case you assume it meant "from the start of the fight".

Also, are you using a seed? Mom won't make a sound if you do (just tested it). Maybe to prevent players from even going further than that and then wonder why they went through all that trouble for nothing, as seeds prevent unlocks.
