Do reversed tarot cards follow the same rule as runes?

In repentance you have to unlock 3 - 5 runes to get rid of the rune shard. But what about tarot cards? Can I unlock "Strength?" card only so this will drop every time?

I think reverse cards are simply added to the overall 'cards' pool once unlocked, so whenever a card is dropped there is a chance it will be a reversed one. Runes on the other hand are a pool of their own, hence why the shard is needed to 'dilute' it until you unlock enough
