hush is perfectly balanced
So I've beaten Hush quite a few times now. With Isaac, azazel, The Keeper, The Lost, Blue Baby, eden and I think one more character and I have to say, he is probably my favorite boss to fight. He is difficult, but he really isn't that cheap compared to many other bosses. I felt everytime I have lost to him, it's not because I got cheesed by some dumb attack that the boss only uses rarely, stuck in a stupidly small or cluttered room or just pure dumb luck. He really does feel like a boss it takes to skill to kill. He doesn't feel cheap at all. Maybe it's because he works like a Raid boss and you can clearly see all the pre attack indicators he does, vs some bosses not even showing when they attack.

Who is the most balanced boss to you?

Hush's health adjusts based on the damage you do to him. Also it has really weird mechanics where if you don't attack him for 5-10 seconds, his health scaling goes off and you can do A LOT of damage to him during that period. None of the bosses in Isaac feel particularly balanced(especially in Afterbirth) balanced. It's a game based on beating the ♥♥♥♥ out of after all.

Thats very true, but out of all the bosses, he feels more skill based vs luck based.

He feels mostly fair, if a bit challenging, but a few of his moves are a bit on the cheap side (which is fine considering the game).

Continuum tears, while extremely easy to avoid once you've played the fight out a few times and know where all the safe spots are, lack clarity and move a bit too fast and erratically to be twitch-dodgable by somebody unfamiliar with the move.

The laser beams. The lasers themselves are easy enough to dodge (though the first couple times you fight him they're pretty much a cheap shot from the boss, since it's the first, and only, move in Hush's arsenal that's a hitscan attack rather than a projectile or enemy), but he also spits out a bunch of erractically moving, hard-to-see tears, making running near Hush risky and mostly luck-based on whether you get hit or not. This one mostly just lacks visual clarity more than anything, if the tears contrasted with the floor better it wouldn't be quite so bad.

Going underground and moving around the room. Not really unfair, but not being able to damage him for long periods of time tilts the hell out of me.

Overall though, I definitely feel he's mostly well-designed, though there are a few items that make him a bit too easy (mostly orbitals/The Soul, since he relies so heavily on projectiles, and Maw of the Void/Athame/Serpent's Kiss giving you a nearly guaranteed 3+ black hearts every time he spawns flies/walkers), and his health scaling gives certain items really wonky damage curves (never, ever fight him with Dr Fetus). He's definitely the most fun out of all the guaranteed boss fights though (Mega Satan is nearly as fun, but without the health scaling he goes down way too fast most of the time.)

Mega Satan is honestly a joke. I've fought Mega Satan so many times now, and I've only ever died to him once. Hush, I've probably fought around 10-15 times now and died around 4-5 times to him. when Mega killed me, I felt it was pretty cheap, because the shot never even touched me on the screen. For TBOI, theres not really the greatest balance, but Hush really does stand out as far as difficulty curve, attacks, defense and overall balance.

Yeah I always try to fight hush on every run because if you beat hi it feels like u really beat the game after defeating Mega Satan, ???, and or The Lamb Boss fights.

Fights Hush:
Hush is down to really low health, goes underground, and runs towards me. I can't dodge, and i can't run away. I can only wait while he kills me.

The Hush is very balanced but I can't say that I enjoy the fight. It's pretty easy once you know what you're doing and then all that's left is a long ass fight. My go to favorite boss is Mega Greed. He has the scaling aspects of the hush but with a more aggressive and eratic attack pattern.

Only thing I don't care for in the Hush fight is the continuum tears - and then only because tears in Isaac have height, which makes them harder to read. In any typical bullet hell game it wouldn't be much of an issue at all.
