Report a translation problem
Your hardware is plenty good for the game, but there can always be incompatibilities or other conflicts. When you first noticed the issue, did you recently update your video drivers?
Check the stickied "Known Issues" post, and look at the "Performance issues, or shader problems" section. As a possible workaround, try the game with some of those graphic options disabled (possibly the bloom effect?), and see if it makes any difference in your issue.

Check out the "Known Issues" post on this forum and look under "Performance issues, or shader problems" and follow the instructions to create this extra graphics file. It will have all the text you need, just copy/paste it in, and set everything to 1 except for bloom.
