Being able to gain the exact same effect as Godhead without unlocking or picking up Godhead does not make sense, and removes a lot of the incentive to get Godhead in the first place.
It's a hard to unlock item, that's also hard to obtain in-game, and there's no reason that should change.
All of the transformations currently in the game have a setup of picking up x number of items ranging in quality from bad to fairly good, and gain y bonus from the transformation.
There's an incentive to take items you otherwise you might not take (Nine Lives, Guppy's Hair Ball, Bob's Brain, Brother Bobby, Experimental Treatment, etc) in hopes on gaining the transformation and its subsequent benefits.
The Body gives the most red heart health of any item, the Mind is a permanent Ansiz rune, and the Soul gives a force-field that pushes away enemies and bullets.
All of those items are things you would never, ever pass up in a normal run, and are extraordinarily good on their own. Hence, no need for a transformation.
And it dont has to be tied on balance. It will be less 'usuall' then super bum anyway.
