0xc000007b error on Windows 7 after api-ms-win-shcore-scaling-l1-1-1.dll error (Windows 7)

After seemingly fixing the api-ms-win-shcore-scaling-l1-1-1.dll error I got on startup, I'm now greeted with another error that says "The application was unable to start correctly (0xc000007b). Click OK to close the application." I've tried restarting my computer twice, verifying the integrity of files twice, reinstalling DirectX twice, reinstalling Isaac itself, using ChkDsk as admin, and starting the game as admin, but nothing has worked. I want to know if this is only because I'm on Windows 7 or if there's something else I'm missing.

I can run it here but cannot run the Revelations mod.
Gonna be stuck with Windows 7 for probably the next 15 or so days, maybe until the start of NEXT year.

I'm in the same boat as you. Uninstalled and reinstalled everything (no mods, no special options, nothing).
When I launch the game, it crashes after a few seconds.
