Broken shovel won't spawn I tried everything what do I do?

I am trying to unlock all the characters but I only need one "The Forgotten" and I need the broken shovel and I have already tried everything and yes I've beat the lamb! what do I do?

Simple, I did it earlier today. Play as Azazel. Beat the first floor boss in less than one minute on the timer. You will hear mom and then footsteps. Place a bomb in the starting room of the floor. Take it all the way to boss rush. Beat boss rush.

You are right y'all never seen me play so I will tell you what I have done so far 1(I have beaten the first boss in less than 1 minute and bombed the starting room) 2(I have beaten lamb about 4 times now and still nothing and yes I already know that you can't get moms shovel on a victory run) 3(I have tried with all the characters) 4(I have already restarted my game multiple times and yet I get nothing) so what would you recommend?

My first suggestion would be to right-click Isaac in your library and click "Properties". From there, click "Local Files" then "Verify integrity of game files...". This will check if any of your game files are broken or corrupted.

After that, there's a few things you can do to know if you're doing it right. As previously stated, the boss must be dead before 1 minute on the first floor and will trigger an audio cue of mom yelling at Isaac followed by hurried footsteps.

From there, head back to the initial room you started the floor on. This will be the room with the tutorial text on the floor. If you've done it right, you should be able to see the shadow of handle of the shovel swaying from above.

Place the bomb in the *CENTER OF THE ROOM*. The handle will fall.

Additional tip: If you have access to Tainted Judas, he's an excellent choice for this challenge. Temporary invulnerability every few seconds from Dark Arts (especially if you can come across car battery) and great dps. Sure, he lacks the flight of Azazel, but his survivability for actually making it to boss rush (and then through boss rush) more than makes up for it.
