You have to buy it by getting the Complete Bundle (check Rebirth store page). Steam shouldn't make you pay for things you already own, you'll only pay for Repentance (assuming that indeed the only part you're missing from the bundle).

Anyway, you'll never be able to buy Repentance from its own store page, that's not a bug. You can only get it through the complete bundle, and that's to make sure you also have Afterbirth and Afterbirth+, which are both required to run Repentance properly.

yes i think its is a bug bcs if i on the complete bundle so i cant see repentance
its shows me only how i got rebirth, aftherbirth and + and the alert buton form the bundle is not clickable to buy

Means you were checking the Afterbirth+ bundle before, hence why you couldn't see Repentance in it.
