The reason that you feel Isaac's run is more 'tactical' than the Lost's one is because of the D6 and 'health' that he has. D6 makes you feel obligated to use it as much as you can, so you have to constantly think about it and clear all rooms in the floor. That makes the run much longer. Isaac has actual 'health', so you try to get soul hearts, and not completely hit by enemies. On the other hand, you don't need to think about health when playing the Lost...he has no health, and immune to the first strike in each room. So all you need is get items, not hit more than once in each room, and find the path to next floor. Yes, your feeling is right.
However, The Lost is surely a hard character for those who are not used to all enemies. But once you know all the enemy patterns and some rooms that needs instant reaction, the run with him is quickly becomes easy. If you feel that the Lost is really easy, it means that you're good enough to not get hit more than once in every room.
After greed mode came out, and I unlocked holy mantle...finishing Lost was not as bad. Now if you want to get better at the Lost, try completing everything with the Keeper...
imo, playing the Lost made me stupid good with all other characters, while playing the Keeper made me good at the Lost.
Lost is now just another character with a fun little gimmick, though he's certainly not "easy" by any means.
Then you are free to abuse the most powerful active item (alongside the D100) to your hearts content. (so re-roll until Judas' Shadow/Ankh/Rags, suicide, then re-roll until OP/Tech-X)
His difficulty is a lot more fair now, with spectral tears + Holy Mantle.
It's like the old cheese, but less clunky.
