As for the first, it would absolutely be possible to make a program with a self learning AI that learns how to play isaac over many many many iterations, but would probably be impractical and impossible without advanced knowledge of coding.
As for the second, it's probably not very possible to package this entire thing into a mod on the workshop, it would probably have to be a third party program to be used with isaac.

In that mod the AI for player 1 is disabled but who know... maybe you can activate it.
