Why doesn't my game show mods?
After opening the game, the menu options are only
NOW RUN
CONTINUE
CHALLENGES
STATS
OPTIONS
Where did my mod?
I can't find my mod , This is a sad story

Considering they do not have the "mod" option in the main menu at all, I think it is safe to assume they do not have AB+ installed (and therefore not Repentance either, since it requires AB+ to run). And therefore can't use workshop mods at all, whatever they try.

Steam isn't even saying they own the game at all. So who knows what version they are even trying to mod.

OP could be using the GOG version, which, to my knowledge, cannot be modded.
