Why doesn't my game show mods？

After opening the game, the menu options are only

Where did my mod？
I can't find my mod , This is a sad story

Official modding support requires at least all DLC up to the Afterbirth+ expansion. If you do have Afterbirth+ or Repentance:

Go to
C:\Users\<YourWindowsUserName>\Documents\My Games\The Binding of Isaac Afterbirth+
or
C:\Users\<YourWindowsUserName>\Documents\My Games\The Binding of Isaac Repentance
if you have all DLC, open the options.ini file inside in any text-editor and change

EnableMods=0

to

EnableMods=1

and save the file. If the line is not there, just add "EnableMods=1" in a new line (without quotations).

Note, that achievements will be disabled, if you activate mods, until you have defeated Mom at least once on a normal run without mods/console/seeds being used.

Considering they do not have the "mod" option in the main menu at all, I think it is safe to assume they do not have AB+ installed (and therefore not Repentance either, since it requires AB+ to run). And therefore can't use workshop mods at all, whatever they try.

Steam isn't even saying they own the game at all. So who knows what version they are even trying to mod.

OP could be using the GOG version, which, to my knowledge, cannot be modded.
