how do i enable and disable debug console?

i never was able to enable debug console for testing because my game didnt come with the isaac folder. ive searched everywhere and my savefiles somehow work fine, though now i cant get achievements because it just enabled itself randomily

The debug console and mods prevent unlocks/achievements if they are enabled before the first Mom kill on that save (=unlocking the Womb floors). They prevent nothing at all past this point.

If you've already unlocked the Womb on that save then the debug console does not prevent unlocks.
If you can't unlock stuff in that situation, something else interferes. Not the debug console.


List of things that prevent all kind of progress:
- Seeds (except a few special ones)
- Challenges (except for their reward obviously).
- Daily Runs.
- Reruns and Victory Laps (except for a few specific unlocks).
- Any active mod from the mod menu before Mom is killed once on that save (no matter what they do, other saves are irrelevant).
- Enabling the console before Mom is killed once on that save (even if you don't use it).
- Paranoid antivirus programs (or missing rights) preventing the game from creating/editing its save file.

Edit: im closing off the tread because i found out that my options.ini thing stays at users > (insert computer name) > Documents and in there theres gonna be my games with repentance folder
