Downpour not unlocked after killing Hush 3 times?

Basically the title. I heard to unlock downpour/ the other floors you have to have killed the hush 3 times. I see in my bestiary I've killed him 3 times but I never got the achievement. Am I doing something wrong?

Make sure you were connected to the internet because without WiFi achiments and things won’t update I beat the game for the first time then I realized that it didn’t save.

I am definitely online! So I'm not sure what's wrong

It has to be with different characters. That means 3 different completion marks. Maybe is that?
