Repentance has mods disabled entirely, while ab+ prevents progress if you have mods on unless you have beaten mom at least once.

In Afterbirth+, yes if you have beaten Mom's Foot once. On Repentance, not yet as mod support still isn't officially back. It'll probably be the same story as Afterbirth+ though, perhaps with a different requirement to allow achievements.

Then you have to beat Mom's Foot once and you're fine to use whatever mods you want and you'll get achievements just fine. You'll have to disable them for daily runs however.

If you do that, you won't get any achievements. You have to beat Mom's Foot WITHOUT any mods. After you do that, then you can use mods freely.

There's no restrictions on using mods, but you'll have to find older versions and put them in the game files directly.

I guess I'll just upgrade to AB/AB+ when they go on sale. I wanted to start with the base game to see how I like it 'cause I actually hated the original game (sorry).

No need to be sorry, the original game is... definitely primitive as Flash was not made for that sort of game, but it laid the foundation.
Not a bad idea to upgrade as the DLCs all add new content(some you're bound to like and dislike) as well as having far more mods(Afterbirth+ in particular).
