Bug? Book of Belial

I don't know if this is a bug or not, but after using a sacrifice room on the first floor, I was given a 100% chance at an angel room, and a 0% chance for a devil room. I was holding book of belial, but from my understanding that doesn't change which room you encounter, and raises both the chances up by 12.5%. After defeating the boss, a devil room appeared, and set my angel room spawn chance at 36.9%. Is this an intended mechanic, a visual bug, or an actual bug?

A deal (Devil or Angel) shouldn't even spawn on the first floor at all, unless you directly teleport to them.

From what I understand, visual bug. The chance of Angel Rooms is increased by "you feel blessed" messages but not by nearly as much as the UI displays.
