It was I believe a AB+ addition. You can get a empty treasure room to "balance" out that you can also find a treasure room that lets you take 2 items.

These rooms are extremely rare, I've only seen them a few times in AB+, and I haven't found them at all in Rep.

I don't really know if this type of room can be counted as downgrade. There's so many good trinkets now that just better than a lot of items in the game (and some consumables on top of that).
