New Item Weights??

I started a new save file when repentance came out and I have played several several games. I have yet to see tammys head and transcendence.

Transcendence is exclusive to the Secret Room pool, while Tammy's Head is found only in Golden Chests and the Crane Game. Since the first two rarely contain items at all and the third is something you probably haven't unlocked...

(Tammy's Head is also in the Greed Mode Treasure Room pool, but note that the silver treasure room actually pulls from the Boss pool)

Has anyone laid out the workings of the Quality system yet? I understand that we've done away with the 'special' item system for the quality system, but what does that actually mean? Do individual numbers have their own rules? Is there a formula we can plug quality into that tells you what probability getting another item of equal quality is? Is it different if you avoid picking up the item but saw it? If someone from the dev team has gone into the specifics or if anyone's figured out the internal rules it'd be nice to know.

Yes I know, I still havent come across them yet. Ive seen way more r keys and consolation prizes.
