Making it tears per second is much more legible when the numbers keep getting bigger rather than closer and closer to 0.
The absolute maximum fire rate (tear delay 1) in AB+ gave 15 tears per second, most easily obtained via soy milk & high tears stat. Formula was RoF=30/(TD+1) for those interested, I'm not sure if it's changed in repentance or not. TD caps were minimum 5 by tear stats, minimum 1 including tear delay down effects.
There is a line in the patch notes for repentance stating that "-Rate of fire can now be improved beyond the previous limit, allowing items such as Soy Milk to benefit from tears upgrades.", suggesting it's now possible to achieve more than 15 tears per second if you stack enough tears up and tear delay down items though, so at least something has changed, but that could just be that tear delay now goes down to 0 for 30 tears per second and the tear stat cap on tear delay being lower, rather than necessarily a formula change.
Actually, Soy Milk's formula is so absurd that base tears are dropped to the hardcap. In turn, this means that you can combine it with Mutant Spider and still get tear delay back down to 1.
