List of Nerfs (and Buffs) for yall
Got a list of Nerfs (And Buffs). I'm not in favour of most of the nerfs as you can tell, but I want to drop a list for most of the people here interested (because trying to read Edmund's blog post is harder than even this list, due to everything else added)

If I miss anything (AND THERE'S NO DOUBT I HAVE), tell me. I'll update the main list here. And try to give more detail some some specifics especially if requested.
I reckon there's probably about 50-100 nerfs overall. Anyway let's begin.

=========================NERF SECTION===================

Technology tree except 2 was hit like a truck, especially Tech X and Tech Zero (Tech Zero's beams deal 30 PERCENT instead of full 100 percent base per tick. Tech X at lowest is 25 percent, and becoming 100 at full. Bloody hell)

Charge Rapid Tick Family (Brimstone, Mom's Knife) were hit hard. Losing serious tick duration of 4-5 seconds with Brimstone, Knife has shorter range and much quicker bonus damage drain on return. Maw has no damage boost now.-Lil Brimstone got hit hard too.

Most items that shoot multi shot now have full blown percentage modifiers negatively to damage. For ♥♥♥♥♥ sakes.
-20/20 (NOT BOOKWORM) has been utterly ruined. Honestly this change is awful.
I have gotten reports that Mutated Spider also suffers a serious hit. But I can't find a change log on it.
I also have heard about some devil room items being hit really hard with a loss of damage, but the change log isn't mentioning that for most of them. So if you get one, tell me.

Continuing on, nearly all forms of regeneration via soul hearts was smashed against the curb except some very specific items. Meaning any builds that took advantage of that (would of been great for the new character Beth) won't be able to at all.
This specifically is directed at Relic, Scapular, Mitre, Maw, Bootleg Maw (kek Athame), Serpent's Kiss, even the Nail, basically nearly anything with passive generation of soul hearts.

Orbital family got hit HARD. Having smaller size, (they do rotate quicker though, but it -actually makes them less consistent for defence and damage), and less damage ticks. I feel bad for the veterans

-Bomb item effects got nerfed on Epic and Dr Fetus through becoming luck based now instead of always being applied. So etc poison bombs won't be on all Dr Fetus bombs.

//Transformation//
-Guppy got hit with a 50 percent split (given how op it was, and how strong it still seems to be, this isn't that bad)
-Reroll items will wreck your build now with transformations being effected and even heart containers.

//Other//
-Bloody Lust loses it's later 33 percent increases, becoming 1.1, 1.3 and 1.5 respective
-Book of the Dead got nerfed
-Lead Pencil got hard nerfed (though it was a tad op)
-Double damage multiplier on Mongo Baby's attacks was nuked
-Smart Fly, Hushy and ??? Only friend got lower tick rates with no damage boost
-Sharp Straw has been nerfed for soul generation. Only red hearts now.
-Pinking Shears got hit (not too badly, but still worth noting)
-Head of Krampus got hit with half the damage and 3 less ticks (though it got buffed in the charge time. It's usable now so this is kind a fair adjustment mostly)
-Virus has lost black heart use entirely. Which makes it Aries, but now worse (Since Aries actually got buffed). Like why would you make another Aries after buffing the original? Not to mention speed downgrade gone to 0.2

-Piercing got indirect nerf through not being able to damage segmented enemies/bosses multiple times
-Jacob's ladder got hit hard
-Incubus deals 25 percent less damage with anyone other than Lilith, making it even less likely to be used by most.
-Pyromaniac got hit too with change that makes shockwave and stomps not count as explosive anymore. F to Pyros.
-Cracked Crown got smashed to 30 percent

//Money and Shop items//
-Lucky Rock got massively nerfed (was op tho with Leo, but still, leo and other stompers ain't common)
-Restock's been hard nerfed. (It's an interesting way to tackle it because it still leaves the door open to the game break. But, Idk I'm conflicted on this one)
-Humble Bundle got changed to be chance based (It was quite powerful, but still)
-All Pennies got hit
-Moving box got nerfed royally. Why even use it now?
-Mr Me can't restock anymore ( FFS. Why not just make the chance to get an item decrease? This is awful)
-Chaos got nerfed via picking item pools with the most in them using a weight. That really takes alot of the fun and chaos out of Chaos, ironically.

//THE LOST//
The Lost truly got hit the worst.
Mainly with his only piece of recoverable defence. That being Holy Mantle.
Holy Mantle, like the rest of the invinciblity, got nerfed hard. There was a 1-2 second window before....
And now, well, it's only a couple a frames. Get hit by Brimstone, well you're a goner.

On top of a serious nerf to ALL Invinciblity , Devil Room deals only accept one pick from the lost. They have really kicked him to the curb. I honestly hate both these changes, but I actually hate the devil room one more, because it's taken away what made him UNIQUE in a positive way. Pain.


There's no doubt a hell of alot more. This is just what I could quickly drop here. Look at this ♥♥♥♥. Entire sets of items got bloody smashed. This is astonishing how much got hit.
I'll be adding the Item pool Nerfs as well soon. Since that's PRETTY BIG of a change too. And adding more to individual cases



=======================BUFF SECTION===================
//Active Set//
Most active items got a decreased cooldown from about 6 down to 4. Most books, Krampus head, Most spider and fly spawners.
-Converter now only costs one soul heart to use (previously costed two).

//Other//
-Increased the damage of Magic Fingers. The formula is now damage * 2 + 10 (previously the formula was simply damage * 2). Ignores the flat +40 bonus from Ipecac.
-Lucky Foot now guarantees positive pill effects.
-Missing Page 2 now doubles all black heart and Necronomicon damage (to 80 instead of the usual 40). The room damaging effect that triggers at one heart remaining now also deals 80 damage (instead of 40).
-Aries now prevents receiving contact damage if ramming and killing enemies at full speed.
-Aquarius now synergizes with tear effects.
-Sissy Longlegs now charms enemies upon contact.
-Black Powder's pentagram can now damage flying enemies.
-Book of Secrets now avoids giving mapping effects that the player already has. If the player has all mapping effects, it grants the "I can see forever!" effect for the floor.
-White poop from Hallowed Ground is now more durable, similar to golden poop. While standing in the aura, Isaac's damage is now also increased by 25%, and his tears gain a homing effect.
-Charm of the Vampire now comes with a small damage upgrade (equal to that of Stigmata or MEAT!).
-Enemies killed by Spider Butt will now spawn friendly blue spiders.
-Match Book is now able to also drop the Match Stick trinket.

//Familars
-Basic shooting familiars now fire at an increased rate, to match their rate of fire in the original game (every 22 frames, down from every 30 frames).
-Familiars that mimic Isaac's movement (such as Shade, Papa Fly, or Obsessed Fan) now follow Isaac more closely (roughly a 0.66s delay, down from 2s).
-Sister Maggy's tear damage has been increased to 5 (from 3.5), to match its original Flash damage.
-Brother Bobby now has an increased rate of fire.
-Abel now has an increased rate of fire. If picked up by Cain, it shoots blood tears and the damage becomes increased to 5 (instead of the usual 3.5).
-Familiars now automatically aim at enemies when being commanded by King Baby.
-Best Bud's contact damage has been increased to 10 (from 5).
-Brown Nugget flies now have faster shot speed, and their damage has been increased to 3.5 (from 2).
-Skatole now prevents damage from eternal flies and Hush flies.
-Bob's Brain now has an increased delay before becoming available when entering rooms. Explosion damage has increased to 100 (from 60).

//Alt Shot Types
-Cursed Eye can now shoot a maximum of 5 shots at a time (increased from the previous 4 shots maximum).
-Bloodshot Eye now blocks enemy shots, has increased shot speed and rate of fire, and now only shoots when lined up with enemies.
-Telepathy for Dummies now increases range upon use (roughly twice as much as regular range upgrades).
-Charm of the Vampire now comes with a small damage upgrade (equal to that of Stigmata or MEAT!).
-Enemies killed by Spider Butt will now spawn friendly blue spiders.
-Match Book is now able to also drop the Match Stick trinket.

//Strange and Magneto
-Magneto is now capable of opening chests from a small distance. Does not apply to locked chests.
-Strange Attractor tears now pull enemies in with less force at first, but increase in magnetization as they travel.

//Thrown Projectile
-Holy Water is now a thrown projectile attack, similar in behavior to Bob's Brain. The puddle now also freezes enemies that come into contact with it, in addition to continuously damaging them.
-Most forms of player creep now deal damage ticks at significantly increased rate.
-GB Bug is now a thrown projectile, activated by double tapping an attack button. It rerolls enemies and pickups it comes into contact with, then despawns. It returns after a room has been cleared.

//Mom Set//
-Mom's Lipstick now grants more of a range increase than previously, and spawns a random heart upon pickup.
-Mom's Underwear now spawns 3-6 blue flies upon pickup.
-Mom's Heels now deals 12 damage to enemies coming into contact with Isaac.
-Mom's Pearls now grants a soul heart upon pickup.
-Mom's Purse now spawns a trinket.

//Spider and Fly set//
-Increased the amount of spiders spawned from Box of Spiders to 4-8 (from 1-4).
-Increased the amount of spiders spawned from Spiderbaby to 2-5 (from 1-2).
-Increased the amount of flies spawned from Infestation to 2-6 (from 1-3).



//Bombs//
Bombs........ they were buffed, for some reason? Can't complain there though. And there was some changes to TEMPORARY damage adding items. Most use items that give temp damage are now stackable. And most use items in general got a buff to use and to charge.

//Keeper Changes//
-Keeper can now have up to three heart containers. If the "Keeper now holds a penny" achievement has been unlocked, he will start with three.
-Keeper's starting speed has been increased to 0.9 (from 0.85).
-Keeper's starting tear delay has been reduced to 27.4 (from 28).
-Keeper is now unable to lose devil/angel deal chances through taking damage.
-Keeper is now unable to get Health Down pills.
-Devil deals now sell items for money instead of health when playing as Keeper.
-Hematemesis now spawns coins when playing as Keeper.
-Abaddon no longer kills Keeper when picked up, but reduces the amount of coin containers to one.
-Midas' Touch can now appear when playing as Keeper (previously it could not appear).

Love the nerfs! I might considering buying Repetance and tough it out the ♥♥♥♥♥♥ AB+ part

This game REALLY NEEDED nerfs so badly. There was nothing but pick to win, press to win. And way, way.... WAAAAAAY too many overpowered items and combination.

To me, the "overpoweredness" was the charm of the game. You don't always get outright busted but when you do it's beautiful, which was why I'd imagine a lot of people getting it (most TBOI YouTubers you see get crazy OP so I can see that as a selling point). So you take away what gave the game a large sum of its charm...well you can see why some people might criticize that choice.

I feel that's disingenuous, 70% of my runs never got that far. And the ones that did usually happened during the chest. You get really strong yes but not always overpowered.

i will have to probably wait til someone makes a balance mod to actually enjoy the game again, so far im only playing trying to get achievments

New pill meta? Got me there, not sure what that's all about.

Yeah it's only a matter of time before a mod comes along that changes the balance to something a bit more enjoyable.

Outside of balance changes, I personally don't like the fact that 'nerfs' also introduces even more background damage modifiers.

Considering roaster of items are increasing further, I was hoping some of them would be simplified instead.
I HAVE RETURNED FROM THE VOID (Of being banned by an unknown someone)

FINALLY, I CAN UPDATE THIS LIST. Beautiful. I'll tackle that tomorrow probably. I've got alot of additional points to add to this list. Especially in regards to some of the specifics of nerfed items too. And to clarify the list.

Telepathy for dummies being buffed with extra range can be a situational downgrade. I just had a run with that and dr. Fetus and it just yeets the bombs as far as they go, usually just bouncing off enemies.
I can count all really good items on one hand now. Like, what's the point in nerfing items to oblivion? Make boss, enemy patterns harder and trickier if they want players to do worse

You can change the velocity of the bombs by moving in the opposite direction when shooting it, it's usually what I do when I get too much shot speed
The game is more hard just because now we have a lot of artificial difficulty
I really don't get people so stubbornly complaining about nerfs. The only one I can agree with is the lost one, there are occasional bs that can ruin you in seconds and that's the only one thing I would change, they should make his holy mantle like it was before. But the items are still strong, YES even the nerfed ones and I've had a lot of fun and powerful runs and there are a lot to discover.

Someone said that people exaggerate the effects of nerfs and I agree, I haven't played in a while and when I started with dlc I quickly adapted to new meta and have no problem with it. Though I would also add that there are still some weak items that could've been made more interesting if buffed, but I am ok with what we have.

Almost all good items are still good, they were not "nerfed to oblivion" as you say. And no, your suggestion would not work because then people would complain about "undodgeable" attacks of "stupid new enemies/bosses" like they already did and still do.

Oh yeah I've already heard about that. I've played since the flash and had my share of the rebirth version of lost, took some lucky runs and algiz runes to get unlocks done but I managed it. Fond memories, but not really looking forward to repeat it though lol.
