Is there a way to activate the console at least? I want to test stuff out and the tilde symbol doesnt work

The console requires an active mod to be opened. So no, not yet.

You have to go to: Documents/MyGames/Binding of Isaac Repentance and look for "EnableDebugConsole=0" and change the 0 to 1, this will enable the console but will turn off the achievements.
