How do i get to the cellar?

According to the BOIR wiki the cellar is unlocked after defeating each boss in the basement. Does it mean that cellar will replace basement? The only problem is that i have beat each boss in the basement except the DLC bosses

The cellar came before the DLC, so you do not need to.
The cellar does not get rid of the basement, and the basement and cellar have different bosses. Some are in each, but some are exclusive, like the haunt being in the cellar.
Its been so long I forgot how to unlock it though.

Thanks for your answer. Do you know why some rounds i will go to caves and some rounds to catacombs and some round to necropolis and some rounds to the depths

It works the same for all of those as well. Each one has exclusive bosses, some that are in each, and more.
All of them have a chance of fighting the fallen though, which when you fight in the boss room, you get a free devil deal item. Its how I got the final item needed for 1001%

Catacombs and Necropolis are just alternate stages, I think it's purely luck which one the game chooses to go to. Just mixes things up a bit!

The wiki says the cellar "is unlocked after defeating each boss in The Basement, including defeating the smallest twin first in Gemini's fight. It is not necessary to defeat Steven to unlock the Cellar"

If i buy the DLC will the burning basement replace the cellar, Flooded caves replace the cellar and so on? Or is there an option to toggle which place you want

It will not replace either, and there is no option.
Its random, it will select one of them randomly. Its RNG

Oh so once i unlock the cellar theres still a 50% chance of getting the basement instead?

It will not ovveride the other two, it will be random like the others.
