This place isn't exactly over-flowing with deep and meaningful threads.
It's weird because aside from asking the devs or doing some serious testing, there's no way of knowing that.
I was a little frustrated because it's inconsistent with the internal logic of the game.
I could understand if the devs didn't want it to have the same effect on Keeper because then it's infinite money + effectively infinite health (especially with Blind Rage). I wouldn't agree, because Keeper has a lot of disadvantages, but I could understand.
But if that was the goal, then why do IV Bag and Swallowed Penny still work with Keeper? Both of those have the same effective effect.
I was referring to an item that has a specific effect, having that effect change for one specific character.
I can't think of any other item that does that.
Keeper is down to 0-1.
@Nazemac: That's a good parallel, but it's also Eve's selling point and her starting item.
Piggy Bank is a Shop/Treasure item that no character starts with.
I'm a little annoyed because Keeper's poorly designed enough as is, and this is one of the few items that gives him the ability to take multiple hits in a room.
I can see, however, why piggy bank could be op. One coin is alright, you can still be hit before taking it if you're unlucky, but two coins? Far too easy to get your health back.
That aside, a chance of zero pennies makes it unreliable.
One common demoninator of some items considered to be bottom-tier is their unreliability.
It's also Keeper, the worst character in the game by any metric.
On a related note, I found out that Strength with Keeper doesn't give you a temporary HP for the room, you can can't use that to take two-heart Devil Deals.
