Damn that's a nasty softlock. I had a similiar situation recently, used The Moon? and no red rooms spawned next to the Ultra Secret room at all, so I had to use the console and spawn a Fool card to get out.
I love Repentance but it still has a lot of nasty bugs and softlocks that happen so often, especially with The Moon? and Emperor? - Then there is also the issue of broken Black Markets, Restock machines not spawning at all in shops, every Eden run consuming two Tokens, the bugs and softlocks with Genesis and Clicker etc.
I really hope we will get a big patch soon.

OK I wont lie, stuff like this is BS, Im fine when the hard game is hard and gives me bloat or a ♥♥♥♥♥♥ item, but softlocks are just kinda embarrassing that even though this DLC has been out for 3 months and softlocks with the moon? and the emperor? not being fixed is absolutely idiotic. How hard is it to just add a ♥♥♥♥♥♥♥ way out? You're able to code this many items, combinations with said items, importing saves, crazy bosses, and so much more, but not able to fix a softlock in a DLC thats been out for 3 months? The only way I could think to avoid this is by going "hmmmm what boss is 2 floors down" but thats only for the emperor? card.
