That's just untrue, Brimstone + Tech X makes you shoot brimstone circles, and it's every bit as OP as it sounds (very).
Azazel's brimstone, however, does not synergize with Tech X, which is probably why you think that.
Brimstone - Fire a brimstone circle instead of a tech circle.
As Azazel, picking up Brimstone will still override Tech X. When you pick up Tech X as Azazel with his normal Brimstone, no matter any other synergies, it will not make the powerful laser circle.
