Walk into the free item room, walk into the shop. If reroll machine then bomb it, if still no rubber then d6 in the shop. Then hold R to restart and repeat.
If rubber cement is in shop play until you can afford it, buy it and then R
Its pretty uncommon. If a first floor start has breaking potential it may be worth playing it on the chance to buy up every item to hopefully get rubber cement. Like a first floor steam sale, d20, diamonds card/jera, cracked dice trinket, d100, ect.
Why would cain be faster than isaac.
Isaac can mill most shops twice. So if a shop has 3 items and a reroll machine thats potentially 10 items including the treasure room.
Using the lost sounds like a good method too.
Just rush to the first devil deal, take whatever it is, reroll and hope for extra lives or brimstone or something to help get to the finish (might take a few rerolls).
Can also use isaac with the D6 to hope for breaking if you don't like playing as the lost. D6 increases your chances of finding it naturally anyway even if you don't find breaking.
I haven't even been restarting to find it, it's just showing up, so... maybe stop restarting? It's probably pretty hard to find on the first floor, but I've found it all over the place recently. I think they upped the odds on the item.
I'd advise just playing normally and letting it find you.
Also, @Sonic_RocketPotatoL62, it is in Greed Mode, and has always been. I actually just got it in Greed today. Note that it was in the Gold Treasure Room, not the free Silver one, and I found it on the 3rd or 4th Floor, not the 1st.
