Does goathead make angel rooms not spawn?

I got goat head in caves 1 but for the rest of the floors angel rooms didn't show up. I didn't make any devil deals since I'm trying to get the angel keys to mega satan as the lost unless if picking up the black hearts in the devil room count (yeah I know its useless for the lost but I do it for fun anyways)

No, it doesn't completely stops angel rooms from appearing. It makes devil room a lot more likely so everytime you got one you might have gotten an angel room instead without the goat head but that's about it.

That is not true. Goat head does not change the chances of angel vs devil rooms.

Edit: And OP, you just got unlucky. Picking up the black hearts doesn't count.

Goat Head guaratees thet either a Devil Room or Angel room will spawn each floor. If you get Goat Head early, ignore the deals in Basement 2 (but take black hearts and red chests, those don't count) and hope you get lucky on Caves 1.

Yeah as everyone is saying, u just got unlucky. Goat head guarantees a deal each floor, but does not change the chances otherwise. It'll give u a 100% chance of a deal, and since u didn't TAKE any deals with devil, u should have a 50% chance of the said deal being a deal with the angel. The RNG screwed you, not yourself

I've been getting a lot of things wrong lately. My bad, I could have sworn goat head just made devil room more likely, I don't know why.

FTFY, that's my go to strategy, depending how early you see goat head it can be surprisingly reliable.
