I can't get Afterbirth to work.

Set your library into 'detail view' (the default view) if it's not already.
Then just click on Rebirth and scroll down to the DLC section. You should see Afterbirth in the list.

Untick and retick, check your downloads list. Worst case scenario, copy your save (from documents/my games/The Binding of Isaac Rebirth/) and reinstall the game. Steam should download all DLC that you have when you redownload the game.

Also, check if anything else downloads through your Steam, say for example another game. Use a free to play game if all of your games are installed.
