Afterbirth is not techincally dlc right? On the rebirth wiki it says that its an "upcoming mini-DLC"

Look at those words: mini DLC.
Read the letters "D", "L" and "C" again carefully.

Furthermore, a DLC is technically anything that is downloaded.

Uhm... ok. That still makes it DLC, though. Not to mention that there is no definition for when a DLC is "mini" and when it is "full". It's just what the devs or whoever writes about it calls it.
