Are you talking about the overhaul mod Godmode (which increases the difficulty), or a "unkillable player" thing?
If you can't die, well, it's obviously a cheat. Otherwise, no, it isn't. And if people can't understand that "godmode" isn't a cheat for this game but a overhaul, well, let them die alone in ignorance.

Not sure if I'd consider it a cheat mod but it sure does change a lot in the game so you are essentially not playing the same game as others. And if you care about what others think about how you play (even though I don't understand why you would) you should not use that mod until you completed the game normally.

Are you dumb? "godmode" is NOT. a cheat, it's a "mod" that make the game MUCH harder.

To awnser OP, in my opinion, is to :
Complete "1.001%" in vanilla mode. ( or RPG if you are on rebirth. ) Then, if you like to unlock stuff, do a separate save.

This way, no one can complain.

...Really? I won't even bother to awnser that. You're probably being a troll, or you "isaac" is actually hard for you. Only keeper is hard to play, but he's also NOT fun to play.
God mode make the game hard, have new monsters, new rooms, new item, and still well balanced but hard. WHILE still being fun!
