Rune bag is only dropping pills?

I got afterbirth+ yesterday and I was doing a run and got the rune bag. For some reason the rune bag is only dropping pills for me all the time. Is this something part of the dlc I got?

Did you actually unlock any runes? Even a single rune? Because if not, rune bag can only drop pills.
You unlock runes in certain challenges, I recommend to check the wiki for details.

Oh I've unlocked most but not all of the runes. Berkano, Hagalaz, Jera, Ansuz, Perthro, and that one that removes curses/gives a soul heart

awe damit now I'll be sure to avoid the pill bag but would the extra card space power up effect it?

You mean Starter Deck? No, that one makes pills into cards but runes stay runes. So it should not affect it.
