He alone does not carry a run, but compared to the other characters he is strong. It does not take too much to win the game with him.
EDIT: I just checked out that video. So somebody finally found a use for My Reflection.
Azazel is OP because he represents Isaac embracing his perceived demonic side instead of rejecting it, which allows him to finally access all the powers which grant him the "easy" path to victory.

try fighting hush or ultra greed as azazel, he won't feel so OP anymore. . .
His health is not limited to soul heart only. Black hearts are better than soul hearts
Most of bad/weird items with azzael ARE INSANELY OVERPOWERED:
Tammy head = press to win
Ludoviqco techniue = controllable giant circle of death of Brimstone. Also a free win
Tiny planet = you also get circle of death around you when shoting
My reflection = bassicaly a big range up for Brimstone
Overpowered, overpowered, overpowered. Hush, Ultra Greed with armour is the only couter against this unballanced character, where won't able to melt bosses in matter seconds.
As you mention it's quite easy to run the hitcounter high on his tears.
He's the only character to have a guaranteed charge at the start with multiple hits.
He's great at learning the movement patterns.
He's flying.
He got a minor brimstone and 3 blackhearts, which can help clearing rooms.
He's a tough start to learn though, since he's reliant on close combat and as an unexperienced player you might take more damage and the refill mechanic of Azazel is feeling the worse right after ??? .
If you understand the game and character well enough and can perform on them, Azazel can feel like a go to, since there's often the chance with all unlocks to complete a run or if you'r that far in understanding and managing the game, that you'r are about hitless then Azazel can feel like an option to, though because of the brimstone instead of tears the attackpattern can change a lot, making him one of the worst or toughes characters.(Some people might want take a gnawed leaf combo for hush instead of something with experimental treatment.)
Azazel have no red hearth which is very good for late game
He have huge damage for the beginning of the game which saves ou time and it's safer since you kill stuff pretty fast.
You can fire from inaccssible spots without being hit
Any range up is good
If you know the game (monsters pattern) he is by far the best character with no items
even with that range, you can use rooms to your advantage, as most enemies cant go over rocks, and even if they do, i don't even think any will keep shooting. Bosses (excluding hush, delirium and ultra greed) are probably the easiest part of playing azazel, because once you know their pattern you can easily approach them unlike bunches of enemies (especially skeletons)
flying also allows to get more items at the start of the runs, disables accidentally getting hit by the spikes, and he even has good speed.
if youre going to do hush/delirium/ultra greed though... idk
